Policy: Free license is still sent
The subsidies for new energy vehicles and the policy on free of charge are also clear. In June this year, the General Office of the Municipal Government issued a notice on the adjustment of the “Interim Measures for Shanghai to Encourage the Purchase and Use of New Energy Vehicles (Revised in 2016)â€. The adjustment content mainly involves two aspects: First, adjust the city's financial subsidy policy. For eligible new energy vehicles, the amount of financial assistance in this Municipality shall be verified in accordance with the relevant standards of the Interim Measures. The amount of financial assistance for bicycles in this Municipality shall not exceed 50% of the central financial subsidy for bicycles. The second is to adjust the application process of the central financial subsidy fund. Automobile manufacturers applying for central financial assistance may apply to the Municipal Economic Information Commission and submit relevant materials.
The above matters will be implemented from January 1, 2017 and will be valid until December 31, 2017. Other matters other than the above matters are still implemented in accordance with the relevant provisions of the “Provisional Measures for Shanghai to Encourage the Purchase and Use of New Energy Vehicles (Revised in 2016)â€. This means that consumers who purchase new energy vehicles can still enjoy the free license policy. Because according to the previous "Interim Measures", consumers purchase new energy vehicles for non-operating and individual consumers do not register new energy vehicles in this city, the city issued free licenses. At the same time, for the new energy vehicles that use the special license plate quota, the one-car-one-card system will be implemented, and the business of reselling will not be processed. The transfer of the special licenses will not be transferred within 3 years from the date of the opening of the special licenses. New energy vehicles are scrapped, and the quota of special licenses is automatically invalidated.

Individual users refer to non-local residents who are in good standing in the city, active military personnel and active armed police, who hold valid residence permits in this city and who have paid social security for one year in the city for the past 24 months. Hong Kong, Macao and Taiwan residents, overseas Chinese and foreigners who have valid identity documents and have lived in the city for more than one year. The unit users refer to the party and government organs of this Municipality and the enterprises and institutions, people's organizations and social organizations registered in the registration and management department of this Municipality and with good credit status.
Need to be reminded that Shanghai has gradually adopted the credit system as an important condition for car purchase since last year. He will focus on whether the individual is in the personal information, whether there is a judicial violation, whether the company has illegal information and other bad information. After the city's new energy vehicle promotion office regularly and comprehensively summarizes the basic information of the new energy vehicle intention users, the information is sent to the city credit platform for verification. Once a party is found to be dishonest, it will be included in the “blacklist†of buying new energy vehicles.
