The LED industry in our province started early and developed rapidly. Now it has formed a good technology and industry based on more than 80 LED related enterprises in the province, mainly in Xiamen and Zhangzhou, Quanzhou, Fuzhou and other places; Chip manufacturing, finished product packaging and product application all have a certain scale of production enterprises, covering the upper, middle and lower reaches of the industrial chain, and a number of key enterprises have a good momentum of development; Xiamen has become the national “National Ministry of Science and Technology” One of the semiconductor lighting engineering industrialization bases. The LED industry cluster on the west side of the Straits has taken shape and has shown its vitality. In the development of the photovoltaic industry, our province has rich and high-quality silicon ore resources, and industrial silicon production has a long history and a large scale. In recent years, some industrial silicon producers have actively made high-efficiency research and development of solar-grade polysilicon by low-cost fine metallurgy, and some companies have applied low-cost production processes to extract polycrystalline silicon with a purity of 99.99% or more. A number of development and production companies specializing in solar power modules and various solar lamps have emerged. However, in general, the scale of LED and photovoltaic industry in our province is still small, and the product technology level is still not high, and it still lacks international competitiveness.

In order to further clarify the development goals and priorities of the LED and photovoltaic industry in our province, take practical and effective measures to improve the overall level and competitiveness of the industry as soon as possible, and accelerate the pace of industrial development. Now, from 2007 to 2010, the province promotes the development of LED and solar photovoltaic industry. The following implementation comments.

I. Development orientation and goals

Industrial layout: LED epitaxial wafers and chip manufacturing are centered on Xiamen, and focus on cultivating and expanding upstream leading enterprises; LED packaging is focused on Xiamen and Fuzhou, relying on key enterprises to drive the improvement of packaging technology level in the province; LED application products are produced by Xiamen Luzhou has expanded to Fuzhou, Quanzhou, Longyan and other places to build a highly competitive LED application product production base. The production of solar-grade low-cost and high-purity silicon materials takes Quanzhou, Longyan and Zhangzhou as the development priorities. Based on relevant enterprises and universities, it breaks through technical difficulties and forms a solar-grade high-purity polysilicon material production base with important status in China; solar cell production is in Xiamen, Zhangzhou and Quanzhou are the main players to support key enterprises and improve the comprehensive production capacity of solar cells. The application of photovoltaic products focuses on the southern Anhui triangle region, and supports a group of enterprises with experience in international market development to form a cluster of photovoltaic application products.

Development goal: By 2010, the total scale of LED industry in our province is in the forefront of the country. LED and photovoltaic industry employs 40,000 people, cultivating a number of famous products and leading enterprises with domestic and international market competitiveness, creating 1 to 2 domestic famous brand products and 8-10 enterprises with sales of 1 billion yuan; 2 to 3 national-level provincial engineering (technical) research centers, testing and certification centers, and applied research centers, which can be compared with domestic and foreign counterparts.
