3. Bidder qualification:
(1) The bidder must have the status of an independent legal person, register or produce or distribute the goods required for the tender, and have the technical support and after-sales service capability of the manufacturer or merchant;
(2) Have good reputation and performance, pay taxes according to law, and have no bad records such as violation of laws and regulations within three years;
