Question 2: What is the process of preparing the "plan"? A: In the preparation of the "plan", the following work was mainly carried out: First, assess the development of the industry. From March to June 2017, organizations, research institutes, industry associations, and key enterprises conducted a comprehensive assessment of the development of remanufacturing industry, summed up the achievements of industrial development, analyzed in depth the problems that constrained industrial development, and judged the opportunities and challenges facing the development of the industry. The "Guidance Opinion" establishes the goal of: By 2020, it has broken through a number of key common technologies such as dismantling, testing, forming and processing that restrict the development of high-end intelligent remanufacturing in China. The intelligent detection and forming processing technology has reached the international advanced level; 50 items have been issued. High-end intelligent remanufacturing management, technology, equipment and evaluation standards; preliminary establishment of reproducible remanufactured product application marketization mechanism; promotion of the establishment of 100 high-end intelligent remanufacturing demonstration enterprises, technology research and development centers, service companies, information service platforms, Industrial agglomeration areas, etc., drive the scale of China's remanufacturing industry to reach 200 billion yuan.

Question 4: What are the tasks of the "plan" for high-end intelligent remanufacturing industry? How will these tasks promote implementation? A: The "Plan" proposes 8 tasks, including strengthening the key technological innovation and industrial application of high-end intelligent remanufacturing, promoting the development and industrialization of intelligent remanufacturing equipment, implementing high-end intelligent remanufacturing demonstration projects, and improving high-end intelligent remanufacturing The industrial coordination system accelerates the development of high-end intelligent remanufacturing standards, explores new mechanisms for the promotion and application of high-end intelligent remanufacturing products, builds high-end intelligent remanufacturing industry network information platforms, and builds new models of high-end intelligent remanufacturing financial services.

In the work practice, through the formulation of action plans, the organization of local, industry associations, key enterprises, research institutions, etc., to carry out collaborative research and pilot demonstrations on common objectives, has a very positive effect on promoting the development of specific industries. The market awareness of remanufactured products of internal combustion engines has been improved.

In order to implement the "plan" and accelerate the development of high-end smart remanufacturing industry, the next step is to organize relevant parties, local associations, companies, research institutes and other related parties to accelerate the application of high-end smart remanufacturing common technology innovation and industrialization. In order to promote the implementation of the eight tasks set forth in the Plan, the Plan proposes four safeguards.
