CIT: When the waves of information rise again, do you want to talk about informationization?

Pan: Informatization should first be a concept, and second is ability. Concept is a prerequisite. Informatization is a civilized process that solves the problem of information transfer. It is a comprehensive reform and innovation that needs to be integrated into the company's blood, and even allows companies to follow the informatization ideas, steps, and flags. Informatization has always existed, but the informatization three thousand years ago was the beacon tower and murals. Two thousand years ago languages ​​became text and offline communication became a reality. More than 1,000 years ago, typography enabled the popularity of books. Its media is now digitized and computerized. Therefore, informationization has always been a very important part of human social life. There are different manifestations at different stages. It is a comprehensive indicator and a symbol of civilization. Once you fall behind this form of expression, you will suffer. The reason why the state attaches so much importance to information technology is to make informationization produce productivity. If modern enterprises cannot keep up with the pulse of informationization, they will not be qualified to survive in the market.

CIT: Can you elaborate on the value of information technology in the enterprise?

Pan: In studying the scientific concept of development, we talk about mastering four laws. One of the laws is the law of the industry. Each industry has its own laws. Each company has its own rules. The characteristics of the company can only be created by the company itself and cannot be expected from others. For operational enterprises, the value of information is represented in four aspects.

On the one hand, a large corporation has many organizations that do the same business. If there is no uniform and standardized way, and they develop freely, they will be very divergent. The standardized standardization of enterprises is the crystallization that has been summarized in the industry for a long time. If you follow this standard, the overall level will be high. After our ever-expanding and replicating enterprises have the platform of informationization, many processes, operating skills, specifications, guidelines, experience, and knowledge are all solidified. Some people with very low skills know what to do next and what to look for under the guidance of this platform. The level can be improved at a glance. The information platform is not only a solution to the problem of human property, but also how to solve the problem of how to work. To make new people and power stations immediately reach the benchmark level, the significance is very great. Although some of our power plants are newly built, once they are put into operation, the level is the same as that of a power plant that has been in operation for more than 10 years. The reason lies in the rapid replication of talents, teams, and businesses.

Second, any organization cannot survive independently and it needs to work together. The degree of coordination is good or bad, which greatly affects the saving or wasting of resources. Informationization allows everyone to maintain high efficiency in collaboration. There are many things that are not technical issues. They are all poor communication, such as the understanding of leadership intentions. Our informatization has a communication and data platform, and the efficiency of information communication is significantly higher. The upstream and downstream collaborations bring great value.

Third, statistics must reach a certain sample, and the results obtained are credible. The sample is not enough, and the resulting thing may be the opposite. Informatization can carry out multi-dimensional and multi-temporal analysis of massive historical data, evaluate past and present conditions, find out where the problems are, and find out which ones are better or worse, and conduct self-diagnosis of strengths and weaknesses through data induction so that we can continuously improve. And improvement. Improvements and improvements have always been done by any organization, but they are different in different data environments, computing power, and analytical methods. The previous data is false, one-sided, and there is not enough sample space. Now that the sample space is much larger, the conclusions obtained are more realistic, more objective, and more scientific. This is a very valuable place.

Fourth, it is also valuable to find trends through data analysis. Through the current situation, we can predict trends and trends, and we can understand and judge the future. It can guide the correct arrangements and deployment.

Therefore, these four aspects must be applied to the most important part of the company, that is, the output of the company. This is the most important. The income of the company comes from the output, and the place where the product is produced is the core business. The hard output is the product, and the soft output is the service. Informatization must be rooted in the core business process before it can achieve the standardization of core business, coordinate up and down travel, obtain real core business data, and generate predictive data.

CIT: As a CIO, what do you think of the informational returns to the business?

Pan: The goal of the company's survival is not to make money, but the company can exist and develop and continue to provide services to the society. Making money is only a necessary condition to support its development. It is the return that companies can continue to provide services to society. The reward of informationization is that companies can survive and achieve sustainable development rather than making much money.

We have been thinking about how to quantify the returns of informationization. Although we can't directly answer, we can find something similar. The reward of informationization is not a two-day event, but a long-term process of managing hidden benefits. For example, what is the ratio of input and output in a company's scientific research? Another example is training, what is the input-output ratio of training? It is difficult to quantify these indicators into the blood, and they are comprehensive. But thinking in reverse, if a company ceases to use information technology, and all digital systems are changed back to paper operations and changed to previous telephone and fax methods, what will be the consequences? It is not difficult to find that companies are difficult to establish in this world. Informatization has been integrated into the blood of companies and has become the basic foundation for companies to survive in the economic market. It is not a quantitative factor that brings benefits. Therefore, for this foundation, there is no need to quantify its benefits at all.

At present, in information construction, we still regard information as a cost, a tool, and a project rather than the capital that companies should invest. When you look at your assets as assets, you can think about it in various places and high places, although sometimes you can't reach it. When the cost is viewed, it will only be considered from a low point. It is certainly not enough to consider investment as a cost. Therefore, in the process of informationization, we found that the budget gap between the past and the government was very large and the pressure brought about was very strong. Our accusations and queries are very strong. In fact, many questions about costs are due to costs. For example, reducing costs and controlling costs are actually all about expenses. There has never been any mention of controlling investment. As an investment, if you can guarantee a return, of course, the higher the investment, the better. Therefore, our current informatization costs are much more than originally expected, especially when we are operating. The trend in the future is to invest in more lucrative investments and the more money you spend. "If a worker wants to do something well, he must first sharpen his tools." The greater the expected returns, the greater the investment, and the greater the size of the investment. Now that there is certainly no such thing as low investment and high returns, it must be high investment and high returns. Low investment must be a low return. If everyone expects information technology to be so high, how can they lower their investment?

CIT: What do you think is the key to a new round of information construction?

Pan: Any change will force the external environment to force. Any change will come from outside pressure. When there is no sense of crisis, talking about improving management, motivation is insufficient. Informationization is a matter for the entire enterprise. The original organization must be active and must be related to informatization so that it can be completed. Therefore, although our so-called informatization project is called a project, its operation must not be the same as the project operation in the usual sense, but must be combined with existing organizations. It is difficult to succeed by relying on several so-called all-round talents in order to allow the relevant personnel of the core business to participate in it and their own operations without their participation. Therefore, first of all, high-level officials should discuss these projects on a regular basis, and the main leaders should give people the opportunity to support the project. Second, project managers with strong organizational capabilities and key business users should be drawn out and implemented. It is not enough just to have these, but also to establish a mode of operation for the organization of the off-the-shelf organization and the core business. There is a certain channel, mechanism, and time for the business organization and the project organization to be closely integrated.

The most important thing is that informatization must grasp the business deeply, so that it can not only reduce the difficulty of the informationization process, but also reduce redundant construction, and can also enhance and mine the value of the business. If informationization involves the core business of power companies, there should be two conditions. On the one hand, it is about the general industry, whether it is software or hardware, or implementation, consultation, external conditions must reach a certain degree, that is to say if the internal business of the company all reach the ideal level, meet certain conditions, external software companies Must be able to make a good implementation. On the other hand, those who participate in the project internally can integrate the specific internal needs and business operations of the company into the software through common work. This requires key users and general users to participate in the internal business, and is the real core business person within the company. In this way, it is possible to make a system that clearly bears enterprise characteristics rather than industry characteristics, with industry commonality and corporate personality, which not only adds value to front-end business people, but also turns information into their powerful tools and assistants. . The enterprise is an informationized customer. Informatization should consider the operation of the enterprise rather than the information itself. Otherwise, informationization will not work and it will not be taken seriously. When informationization is a protagonist, it cannot be a supporting role. In fact, in the informationization of our power companies, due to the monopoly of power companies and the tyrannical management, the space for future informationization construction is very large.

CIT: What is your biggest experience in your informationization process?

Pan: In Chinese companies, electricity is the oldest. Among electric power companies, those who engage in business are the oldest bosses. Once informatization is implemented, business operations should be followed by informationalized flags just like the flag of the tour guide. This is not recognized by the original bosses. They are not afraid of change but cannot afford to look down upon informationization. Because the power companies' monopoly and autocratic management make the core business departments the most powerful, they do not have the desire to change their behavior, and informatization actually changes the behavior of many people. This change in behavior is the first to target the core business units. Information management must focus on the company's core business and cannot be marginalized at the edges. However, the current development of power companies in information technology is not very satisfactory, because our current information is more focused on spending money to buy software and facilities, and the real information is to bring these advanced technologies, advanced power software and our The specific conditions of the enterprise are blended with each other to jointly create something that will play a comprehensive capacity. The core business of power companies is mainly to rely on the orders of administrative organizations to do things, not rely on consensus, but information can only rely on consensus. Value is valued, and business leaders are the most powerful. Things can be valued only if they are made under limited resources. None of the CIOs are shaped, but the waves are left behind. CIOs should choose people who can’t leave without them. They should study the issue of the leadership of the next step. Informatization must focus on the development of what the leaders think. Informal, relatively angular and outward-oriented will come to the blade, inward-oriented or to the blade, because this job is a job on the blade.
